Poor export quality

Using HD video from iPhone SE (1920x1080)
Exporting as Web High, 100% scale, H.264 encoding
The quality of the export comes out very poor. Rough, pixelated - def not high-res.
The only way I've found to get clear output is to use Lossless ProRes. But they're obviously high files, and I'm left, then, converting them back down to a reasonable/workabout size. Dumb.
This other export target should work much better. What am I mssing?
does SF8 fix this? (are they forcing me to upgrade?)

Our Web High preset has been improved but you can certainly gain the same high quality by making a custom setting and raising the data rate to the number of your choosing.
