Lock Clip dragging in one direction by pressing Shift

We should be able to press "Shift" and drag a region to lock the drag direction in 1 axis.

Sorry for some challenges using the timeline,
there is currently no functionality to lock vertically or horizontally
while dragging. There is an existing Feature Request that I will
add this ticket to, in hopes we see that Feature implemented soon

Also, I couldn't find the Feature request, so I'm making a new one.

This would be very handy when moving clips between tracks.  Right now, it is very easy to accidentally shift them forward or backward when dragging clips between tracks.
