Disable evil lower auto-hiding navigation slider?

I have been a heavy SF user since v1.0 and this has been an annoyance for many years BUT I am finally at my breaking point! OK, watch the little GIF I made to see what I am talking about. I have no idea what this "feature" is called but I need it to go away. So often I bring my mouse down to the bottom of the timeline to make a quick cut and this evil little slider pops up OVER the bottom of the scrubber (golf club) and instead of splitting the clip it shoots me down the timeline! Very annoying. How in the world can I turn off this little devil?

Other users have brought that up as well.
The developers are considering moving that navigation bar below the red handle or perhaps at the top of the timeline instead.
That little thing on the bottom of the scrubber is called red handle (red flag) page 96 of User Guide under Navigate with the Scrubber -
